Student Computer Association
Bylaws – Amended Fall 2005

Preamble

We, the students of Ivy Tech Community College of Indiana, Richmond, Student
Computer Association, in order to provide better communications between students and
administration; to help develop better educational standards; to provide fellowship at a
student level; student activities, do hereby establish this constitution.

Article I
Name

The name of this organization shall be Student Computer Association.

Article II
LocationThe Student Computer Association shall meet at the main campus of Ivy Tech
Community College of Indiana, Richmond or at another location in the Region 9 area.

Article III
Purpose

The purpose of the Student Computer Association shall be to create awareness and
interest in the Computer Information Systems field, and to encourage professionalism
through association within the field of Computer Information/Technology Systems.


Article IV
Structure

The association shall be a nonprofit, nonpartisan and nonsectarian organization whose
members shall have the right to govern and control its activities through its duly elected
offices and faculty advisor(s).
The association shall conform to all the policies and regulations established for the
supervision of all approved student organizations at Ivy Tech Community College.

Article V
Membership

Membership shall consist of any student of Ivy Tech Community College who has
completed and/or is currently enrolled in any Ivy Tech course. Members must maintain
an appropriate grade point average of 2.0. Membership will also include alumni of Ivy
Tech State College whose membership was at least one (1) year in the Student Computer
Association.A member will automatically relinquish their membership if they fail to maintain a 2.0
grade point average. If a student's grade point average falls below 2.0, the student will be
granted a grace period of one semester to meet the scholastic requirements.
All members will abide by the code of conduct as stated in the IIvy Tech Community
College Student Handbook. “Cases of student misconduct and/or lack of academic
integrity are to be referred to the chief academic officer or chief student affairs officer. A
student who violates the rules and regulations of the College may be subject to
disciplinary actions which may include, but not limited to the following: Verbal
reprimand; restitution for damages; restriction of privileges; failure of the assignment or
course; withdrawal from a course, program or the College for the remainder of the
semester or term; suspension from the College (one calendar year); or dismissal from the
College (five years; student may appeal for reinstatement).” (page 36; Disciplinary
Action; para 1).
Members of the Ivy Tech Community College Student Computer Association will be
required to participate in at least three fund raisers per semester or an approved mentoring
program in order to receive Student Computer Association funds for events (i.e. club
trips, etc.) unless properly excused by an officer or the faculty advisor.

Article VI
Behavior

As stated in the Ivy Tech Community College Student Handbook:
“As an adult, you are expected to behave responsibly, positively, respectfully and
professionally.” (p 41) “The College is committed to academic integrity in all its
practices. The faculty value intellectual integrity and a high standard of academic
conduct. Activities that violate academic integrity undermine the quality and diminish
the value of educational achievement. The reputation of Ivy Tech and the community
depends, in large part, upon the behavior of its students. Students enrolled at the
College are expected to conduct themselves in a mature dignified and honorable manner.
Students are entitled to a learning atmosphere free from discrimination, harassment,
sexual harassment and intimidation. This applies to the conduct between faculty and
staff to students, student to student, and students to faculty and staff. Students are
subject to College jurisdiction while enrolled at Ivy Tech. The College reserves the right
to take disciplinary action against any student whose conduct, in the opinion of Ivy Tech
representatives, is not in the best interests of the student, other students, or the College.
All Ivy Tech students are expected to abide by the …College rules of conduct. “Student”
as used refers to a student, group of students, a prospective student or a group of
prospective students.” (p 32-33)

Article VII
Officers

The officers of this association shall be a President, Vice-President, Secretary, and
Treasurer. The office of Secretary and Treasurer may be a combined office.
Only students who are currently enrolled in a credit course may hold an office. In the
event the elected officer's student status changes to 'inactive' during their term in office,
excluding the summer semester, a proxy may be elected to complete the term. The term
of office shall run from the beginning of fall semester and carry through to the end of
summer semester.
An officer will automatically relinquish their office membership if absent from three
consecutive meetings without being properly excused by an officer (within the chain of
command), the faculty advisor, or if they fail to maintain a 2.0 grade point average.
Meetings will include, but are not limited to, Student Computer Association meetings and
Student Government Association meetings (when appointed as the representative and/or
alternative representative).
Officers will attend at least every other fund raiser unless properly excused by the faculty
advisor or another officer within the chain of command.

Article VIII
Duties of Officers

President:
The President shall: preside at all meetings and appoint all committees. The President
shall appoint the Student Computer Association representative of Student Government
Association and shall appoint an alternate to represent the Student Computer Association
in the absence of the Student Computer Association representative.


Vice-President:
The Vice-President shall: preside at all meetings in the absence of the President, and
assume the duties and powers of the President in that officer's absence, assume the
presidency for the remainder of the term for the President upon the resignation or removal
of that officer.


Secretary:
The Secretary shall: keep an accurate record of all the chapter meetings, when requested
by the President, prepare the agenda of the chapter meeting, be responsible for the roll
call when one is taken, and keep on file a copy of the bylaws.

Treasurer:
The Treasurer shall: collect all monies and give them to the faculty advisor for deposit,
process requisitions and resolutions. A financial report of the Chapter's account shall be
reported each month and present a financial report to the chapter.

Article VIXMeetings

Representatives of the Ivy Tech Community College Student Government Association
shall be invited to all meetings, with the understanding that misconduct of any type will
not be tolerated. Those persons who engage in misconduct will be asked to immediately
leave the meeting/function.
The organizational meeting shall be held during the first month of the academic year and
officers shall be nominated at this meeting. The elections shall take place within 14 days
and the officers shall be installed at this meeting.
All meetings shall be under the supervision of the faculty advisor or a substitute advisor.
After a motion has been made, each person will have no more than two minutes to debate
the motion, after being recognized as having the floor. The president must recognize a
person before they have the floor. Rebuttal will be no longer than one minute per person,
after being recognized as having the floor.

Article X

Sponsor and Advisor

The advisor of the association shall be a member of the business division faculty at Ivy
Tech Community College. The officers of the chapter shall consult the advisor for all
chapter business..

Article XI

Quorum

A Quorum at any regular or special meeting shall consist of 51% of the active
membership of the association. The meeting sign in sheets and the fund-raising sign in
sheets will determine active membership. Definition of Quorum is subject to
modifications.

Article XII
Parliamentary Authority

Robert's Rules of Order shall be the parliamentary authority for all matters of procedure of this chapter, not otherwise covered by these bylaws.

Article XII Disbursement of Funds Upon Disbursement of Chapter

In no event shall any part of the net earning of this organization go to the benefit of any
private individual whether during the existence of this organization or upon its
dissolution or disbandment. Any remaining funds will remain in a saving or checking
account until an approved business division student association is formed.


Article XIV

Amendments


These bylaws may be amended by a 51 percent vote of the active membership present and
voting at any regular meeting of the association, (the necessary quorum) provided:
They conform to the policies and procedures established for the supervision of all
approved organizations at Ivy Tech Community College.

Article XV Conflict of Interest

No member of the Student Computer Association shall cast a vote on any matter which
has a direct bearing on the services to be provided by that member, any organization with
which such member is associated, or on any matter which would financially benefit such
member, family member, or associated organization(s).

Article XVI Meeting Procedure

The following order of business will be followed at all regular and special meetings of the
Student Computer Association. Any deviation from this order will only be tolerated by a
two-thirds (2/3) vote of the membership present. A motion to suspend the rules of order
must be entertained and them voted upon.
A. Call to Order:
The President calls the meeting to order at the stated time and place specified.
B. Reading of the Minutes:
The secretary must read the minutes of the previous meeting. These minutes will
be in the hands of the members before the meeting time to facilitate an accurate
and speedy reporting of the past events.
C. Treasurer’s Report and Financial Statement:
The treasurer will report on any transaction since last meeting and state the
balance of the government account.
D. Reports of any Standing or Special Committee
The president should call for any reports from committees or instructional
programs. The president should have prior knowledge of reports as not to
embarrass or insult those committees with no reports. Results of committee
findings should be written and handed to the secretary prior to the meetings.
Committee reports and minutes from the same meeting will be filed together.
E. Old (Unfinished) Business:
At this time, all motions that were tabled from the previous meetings should be
taken care of. Those making the original motion must move to review the old
business.
F. New Business:
After old business has been dispensed of, any new business can be discussed. A
formal motion must be made to introduce any new order of business.
G. Announcements and Discussions:
At this time, the president can make announcements regarding anything that may
be of interest discussed. Also, any student may ask to have any item of interest
discussed, but no official action can be taken at this time.
H. Adjournment:
A motion to adjourn must be seconded and then approved by the president and
he/she alone can declare adjournment.
